Regulations permitting non-citizens to obtain Emirati nationality
In January 2021, the UAE government endorsed revisions to the ‘Executive Regulation of the Citizenship and Passports Law‘ (Arabic page) enabling particular groups of foreigners, along with their spouses and children, to obtain Emirati citizenship. These amendments outline specific requirements for each category and permit naturalized citizens to maintain their original nationality.
Groups of non-citizens eligible for consideration for UAE citizenship:
The Emirati nationality can be considered for nomination by the following groups of foreigners:
- Investors
- Doctors
- Specialists
- Inventors
- Scientists
- Intellectuals
- Individuals with creative talents.
Eligibility conditions for the UAE’s citizenship
Here are the eligibility criteria for each category of nominees:
Investors: An investor must possess property ownership in the UAE.
Doctors and Specialists: Doctors and specialists must be experts in a high-demand scientific discipline in the UAE, with a minimum of 10 years of recognized scientific contributions and practical experience. They must also hold membership in a reputable organization within their specialization.
Scientists: Scientists should be active researchers in either a university, research center, or the private sector. They should have a minimum of 10 years of practical experience in the same field and must have made significant contributions to their field. A recommendation letter from a recognized scientific institution in the UAE is also required.
Inventors: Inventors must possess one or more patents approved by the UAE’s Ministry of Economy (MoE) or another reputable international body. Additionally, they should have a recommendation letter from MoE.
Intellectuals and Creative Individuals: Those with creative talents should be recognized pioneers in the fields of art and culture, with at least one international award to their name. A recommendation letter from relevant government entities is also necessary.

Eligible candidates must:
- Swear allegiance and loyalty to the UAE.
- Promise to adhere to the laws of the UAE.
- Notify the UAE government entity in the event of acquiring or relinquishing any other citizenship.
Failure to comply with these conditions may result in the revocation of citizenship.

How can one obtain Emirati citizenship?
Emirati citizenship can only be obtained through the Rulers’ and Crown Princes’ Courts, Executive Council Offices, and the Cabinet, in accordance with nominations from federal entities.
